This talk examines what a second Trump administration will mean for the state capacity of the federal government, focusing on Trump's proposed plans to reorganize government, relying on a greater politicization of the traditional civil service. What are these plans, and what can prior research tell us about how it will affect the quality of American government?

Speaker Don Moynihan is Professor of Public Policy at Ford School of Public Policy, University of Michigan. Moynihan’s research seeks to improve how government works by studying the administrative burdens people encounter in their interactions with the government. He co-directs the Better Government Lab, which looks for interventions to help government improve access to the social safety net.
